In 2001 and 2002, the San Antonio River Authority expanded its water resource management role to include the development and acquisition of water resources for communities voicing immediate water resource concerns.
The San Antonio River Authority currently provides contracted operation and maintenance water services to the Goliad County Water Supply Corporation.
At the request of the Goliad County Judge, the San Antonio River Authority helped establish the Goliad County Water Supply Corporation and currently provides contracted operations and maintenance of the Berclair and Fannin water systems. These water systems are the first-ever centralized water systems in these communities. Since their success, the systems have grown to include the cities of Cologne and La Bahia.
