SARA Board of Director Bylaws

A 12-member Board of Directors (Board) governs the San Antonio River Authority (SARA). The Board consists of two at-large members from each of Wilson, Karnes, and Goliad counties, plus two at large members for Bexar County and one member for each of four SARA Districts in Bexar County, for a total of six members representing Bexar County.

All Board terms are for a period of six years. There are no term limits. All positions are elected except in the case of vacancy prior to term end, in which case the Governor of the State of Texas appoints a replacement to complete the term. When candidates are unopposed, the Texas election code allows for an entity to declare by ordinance that the candidates are unopposed and are elected to office. Elections for SARA Board members are staggered. SARA holds elections every two years.

Michael W. Lackey, P.E. • Bexar County District 3
Chairman of the Board

Michael W. Lackey, P.E. is Principal of Lackey de Carvajal Cx (LCCx), which is an Energy Efficiency Engineering firm. As a LEED Accredited Professional, Lackey verifies that complex building systems perform as intended to achieve energy and water efficiency, reduce CO2 emissions and improve indoor environmental quality.

Lackey is also a SARA-appointed Board Member of the San Antonio River Foundation where he recently served as Chairman. The Foundation is a 501(c)(3) organization created by SARA to provide amenities and enhancements along the San Antonio River and its tributaries not funded by public monies. To date, its focus has largely been on providing privately funded art installations and betterments along the San Antonio River Improvements Projects. Additionally, Lackey served on the San Antonio Water System board of trustees from 2001 to 2009 prior to being elected to the SARA board in 2009.

A member of the Sons of the Republic of Texas (SRT), Lackey traces his lineage to Jose Luis Carvajal who inherited land out of the Andres Hernandez grant at the confluence of the Cibolo Creek and the San Antonio River. The spot was known as Carvajal Crossing because it had a firm river bottom for the ox carts traveling the Camino Real between San Antonio and Goliad.

Lackey is a graduate of Central Catholic High School. He holds a Bachelor of Science in mechanical engineering from Texas A&M University and an M.B.A. from the University of Houston.

Vice-Chair

Oehlke was born and raised in Goliad County, where he attended Goliad High School. After high school he earned an associate degree in arts at Victoria College. From there he attended Texas A&M University and received a bachelor’s degree in agricultural economics in 1972. During this time Oehlke was a member of the Texas National Guard. He was commissioned as a second lieutenant in 1972 and served seven years in the guard, ending as commander of Company C, 141st Battalion, in Cuero. Oehlke retired in March 2004 as president of the Kenedy and Robstown credit offices for Capital Farm Credit, ACA, after 32 years of service.

Secretary

Morales is a native of San Antonio, where he has lived for more than 60 years. He attended Holy Cross High School and received a bachelor’s degree in occupational education from Southwest Texas State University in San Marcos.

Morales retired from the Civil Service after 26 years of service, and from the Texas Air National Guard after 29 years of service. He is an amateur bird enthusiast and enjoys working with stained glass, walking, running, hiking and camping.

Darrell T. Brownlow, Ph.D. • Wilson County
Treasurer

Darrell T. Brownlow is a fifth generation South Texan, resident of Wilson County and landowner and rancher in LaSalle County. He is a 1982 graduate of Floresville High School and of Texas Tech University with a BS (1987), MS (1989) and PhD (1991), all in geology. Additionally, Brownlow has completed International Executive Management programs at Stanford Graduate School (Palo Alto, CA), Insead (Fountainblue, FR) and Egade Graduate School – Monterrey Tech (Monterrey, MX).

Currently, Brownlow is a Principal in Intercoastal Inland Services and Carrizo Consulting through which he consults on construction material sourcing, development and other mining related issues. Additionally, he consults to various large energy firms and organizations as well as privately owned ranches on water supply and water management strategies related to hydraulic fracing. Prior to this, Brownlow was Vice President and Chief Geologist for Cemex USA, responsible for Resource Management of Aggregate and Cement operations across the United States. He has authored and co-authored several technical articles and publications on subjects ranging from CO2 capture and sequestration in the cement industry to availability of Carrizo Aquifer water for Eagle Ford Shale development.

Prior to serving as a Director of the San Antonio River Authority, Brownlow was Governor Perry’s appointee to the Evergreen Underground Water Conservation District from 2000 to 2011.

James Fuller • Goliad County
Executive Committee Member-At-Large

James Fuller, M.D., is a retired Cardiothoracic Surgeon.
He has been actively involved in the San Antonio River Watershed and currently serves on the Goliad Soil and Water Conservation District. He also takes part in ongoing conservation projects with the Texas Parks and Wildlife Department, U.S. Fish and Wildlife, Ducks Unlimited and the Guadalupe-Blanco River Trust. As recognition for his service, Dr. Fuller received the Lone Star Land Steward Award in 2005 and 2006. The award recognizes private land owners for their accomplishments in habitat management and wildlife conservation.

Businesswoman Lourdes Galvan is a former San Antonio District 5 councilperson. She brings a wealth of experience in community service to SARA. Ms. Galvan works as a business development specialist with Dependable Business Solutions. The new SARA board member is excited about her role and has been a major supporter of the Westside Creeks Restoration Project for many years.

Jim Campbell • Bexar County District 4

As District 4 Director, Jim Campbell represents the eastern portion of Bexar County, where he was raised, lives and works. A fifth generation Texan, Jim is a graduate of San Antonio’s Roosevelt High School and holds a Bachelor of Arts, summa cum laude, from Texas A&M University.

Campbell is a governmental relations and communications professional, currently serving as Senior Director of Public Affairs for Holt Cat – the largest Caterpillar dealership in North America. His career has included employment in the United States Congress, Texas Legislature and San Antonio municipal government.

Jim has been active in the San Antonio Chamber of Commerce for almost twenty years, including service on the board and executive committee. He currently serves as a mayoral appointee to the San Antonio Mobility Coalition Executive Committee. Jim and his wife Shawn are active members of Travis Park United Methodist Church, and as residents of the King William Historic District, use the the San Antonio River for kayaking, cycling, running and fishing.

Alicia Lott Cowley • Goliad County

Alicia Lott Cowley is a retired registered nurse who worked as management in several South Texas Emergency Departments over a 35-year career. She has been active since retiring in her home community of Goliad, working with the Goliad County Library’s Center for Texas History as well as the Goliad Historical Commission.

She is a sixth generation Texan involved in conservation projects through the Goliad Farm Bureau and the Goliad County Wildlife Management Association and is pleased to bring her love of the San Antonio River to the SARA board.

John J. Flieller • Wilson County

After graduating from Floresville High School in 1980, Flieller joined his three sisters at St. Mary’s University in San Antonio, where he received a degree in business administration with an emphasis in risk management insurance. After graduation, Flieller went back to Floresville and started working at the family-owned insurance company, Flieller Insurance Agency, Inc., where he has been for more than 20 years.

Flieller has served for the past year as a member of SARA’s Environmental Advisory Committee (EAC). Prior to his appointment, Flieller was also an active board member for the Floresville Chamber of Commerce, where he served for six years. He also served a two-year term on the Sacred Heart Catholic School Board and served on the Wilson County Tax Review Board for four years.

Jerry G. Gonzales • Bexar County District 1

Jerry G. Gonzales was born and raised in the south side of San Antonio and attended Harlandale High School.  He raised his family in the same community in which he is highly involved in preserving and renewing. He has been married to his wife for 32 years.

Jerry formerly represented constituents on the Bexar Metropolitan Water District and the Canyon Regional Water Authority. He is currently on the County/City Legislative committee for Bexar County. Jerry is a manager for HEB grocery company, and has been employed by them for 34 years. Mr. Gonzales is an enthusiastic supporter of the Westside Creeks Restoration Project.

Lynn F. Murphy is the Chief Executive Officer of Integrity Ancillary Management and a Board Member of the Witte Museum. Murphy was formerly an attorney for Oppenheimer Rosenberg Kelleher & Wheatley Corporate Law and the in-house counsel for Southwestern Commercial Capital in Seguin, Texas. A sixth generation Texan, Murphy is a graduate of Refugio High School and holds a Bachelor of Business Administration degree and a Juris Doctor degree from Southern Methodist University. The Fagan family is the proud founder of a ranch along the San Antonio River since 1829.

Ruckman graduated from Karnes City High School and, in 1967, received a Bachelor of Business Administration from the University of Texas. In 1984 he graduated from the Southwestern Graduate School of Banking at Southern Methodist University. Ruckman was commissioned through the Navy ROTC and served as a supply officer on the USS Hanson during two Vietnam deployments. He also served at NAS-Kingsville and in Bahrain. Ruckman resigned from active duty in 1974. He remained active in the Naval Reserve for 17 years, retiring as a captain. In 1974, Ruckman joined the Karnes County National Bank, where he specialized in lending, and became president in 1985. In 1995, he became chairman of the bank’s board. Ruckman is currently active with the Karnes City Chamber of Commerce, Boy Scouts of America, First Presbyterian Church, Karnes County Economic Development Corporation and the Karnes County Historical Society.

CONFLICT OF INTEREST DISCLOSURE STATEMENT

Section 176.004 of the Local Government Code requires a “local government officer” to complete a Conflict of Interest Statement (CIS) disclosing any business relationship with the local government agency if he or she receives taxable income or certain gifts from any person or business that contracts with the River Authority or is considering doing business with the River Authority.

A “Local Government Officer” (LGO) is required to file a CIS if:

  • The person has contracted with the local governmental entity; or
  • The local governmental entity is considering doing business with the person and the person has an employment or other business relationship with the local government officer or family member of the officer, that results in the officer of family member receiving taxable income; or
  • The person has given a local governmental officer or family member one or more gifts that have an aggregate value of more than $250 in the 12-month period preceding the date that a contract was executed or the local governmental entity is considering doing business with the person.
