Wastewater Treatment Plants
SARA currently operates and maintains the Salatrillo, Upper Martinez and Martinez II Service areas and WWTP’s.
Wholesale treatment of wastewater for three client cities and retail service areas in Bexar County, serving over 20,000 customers.
Contract Operation at Texas Department of Transportation Wastewater Treatment Plant on I.H. 10.
Expanding service area through the current development of the Martinez III and Martinez IV Service Areas to meet Wastewater Service needs.

The San Antonio River Authority (SARA) provides sanitary sewer services for your area. In partnership with SARA, the Bexar Metropolitan Water District (BMWD) provides billing services for SARA and receives and responds to customer inquiries regarding sewer bills.
In an effort to serve you better, billing inquiries should be directed to the BMWD customer service office at (210) 922-1221. For inquiries regarding the operation of the sewer system including backups or line stoppages, please contact the SARA Utilities Division at (210) 227-1373. Please be aware that a homeowner is responsible for maintaining the sewer line located on their property and SARA is responsible for the sewer line on public property. (See diagram below).

- During the period beginning upon the date of issuance and lasting through the date of expiration, the permittee is authorized to discharge subject to the following effluent limitations:
The annual average flow if effluent shall no exceed 5.83 million gallons per day (MGD); nor shall the average discharge during any two-hour period
(2-hour peak) exceed 10,204 gallons per minute (gpm).

- The permittee shall utilize an Ultraviolet Light (UV) system for disinfection purposes. An equivalent method of disinfection may be substituted only with prior approval of the Executive Director.
- The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored five times per week by grab sample.
- There shall be no discharge of floating solids or visible foam in other than trace amounts and no discharge of visible oil.
- Effluent monitoring samples shall be taken at the following location(s): Following the final treatment unit.
- The effluent shall contain a minimum dissolved oxygen of 6.0 mg/l and shall be monitored five times per week by grab sample
- The annual average flow and maximum 2-hour peak flow shall be reported monthly.

- The effluent shall contain a chlorine residual of at least 1.0mg/l after a detention time of at least 20 minutes (based on peak flow) and shall be monitored daily by grab sample. The permittee shall dechlorinate the chlorinated effluent to less than 0.1 mg/l chlorine residual and shall monitor chlorine residual daily by grab sample after the dechlorination process. An equivalent method of disinfection may be substituted only with prior approval of the Executive Director.
- The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored once per week by grab sample.
