Modeling and Capital Projects Development
WATER QUALITY AND WATER QUANTITY MODELS
The San Antonio River Authority (SARA), in coordination with the City of San Antonio (CSA) and Bexar County, will develop hydraulic, hydrologic and water quality models tied to a geographic information system. SARA will maintain the system of hydraulic, hydrologic and water quality models, and associated geographic data and make it available for use by all entities. The models will be valuable tools in making decisions regarding capital projects; flood plain management; flood alert systems and other issues related to the management of flood and storm waters through all watersheds in the San Antonio River Basin.
CSA and Bexar County will share all existing data to be included in these models and will use these models to support decisions regarding the development, management and implementation of a regional flood control and storm water management program. The entities will rely on the models to identify regional flood control, drainage, storm water and water quality projects to be included in annual editions of the Five Year Capital Improvement Plan and the Annual Capital Improvement Plan.
CAPITAL PROJECTS DEVELOPMENT
The entities will also engage in a coordinated annual capital improvement planning process. This annual planning process includes the development of a Five Year Capital Improvement Plan which identifies regional flood control, drainage and storm water projects and their estimated budgets proposed for implementation for the next five year period. A more detailed Annual Capital Improvement Plan will be developed to identify projects and annual project costs. The Annual Capital Improvement Plan is a list of all projects that will be funded that year, which entity or entities will fund them, the amount of the funding and who will be the contracting authority for the project.
Projects in the Annual Capital Improvement Plan and the Five Year Capital Improvement Plan may include, but are not limited to, storm water detention, channelization, buy-out of structures, bridges to replace low water crossings, locks, gates, dams, tunnels, channel clearing, excavation, fill and other possible drainage improvements.
