GIS is a system of data, hardware, software, and procedures to facilitate the management, manipulation, analysis, modeling, representation and display of georeferenced data to support decision making for solving the complex problems regarding planning and management of resources. GIS data and tools are commonly-used within the San Antonio River Authority (SARA). GIS is fully integrated into the watershed management, operations, planning and development, intergovernmental and community relations, finance and administration and decision support/making functions within the Authority. This is accomplished through the implementation of Enterprise GIS with all associated components including database, applications, and standards. SARA GIS has established and has been maintaining a comprehensive, up-to-date Authority-wide GIS database with associated components as a strategic resource for the Authority, state, relevant agencies, organizations, and citizens. Enterprise GIS components are readily accessible and usable throughout the Authority and are being fully integrated with the daily works and functions of the departments, divisions and are made available to the public. The SARA Enterprise GIS is made accessible through the local networks, intranet and through the Internet with varying levels. The SARA Enterprise GIS will continue to evolve with the changes in the technology and organizational needs.

GIS resources are coordinated among the various subdivisions, specifically watershed management, engineering, utilities, parks and recreation, environmental services, flood control infrastructure, real estate, water resources, public information, community relations, intergovernmental relations, project management and information technology. GIS at the desktop level is made available, with training, to all management, supervisory, and division personnel who need it. GIS standards are developed. GIS websites are implemented for various uses.

Hardware and software purchased by SARA GIS is capable of developing, utilizing, manipulating and presenting the most up-to-date digital geospatial data products that are maintained by San Antonio River Authority (SARA). GIS platforms are being configured as appropriate for the intended level of functionality.
